  • Hold a valid IPAF PAL Card

  • Score a minimum of 12 points on the IPAF CAP Entry Criteria Matrix

The IPAF CAP Course covers a comprehensive range of powered access equipment, including:

  • Mobile Elevating Work Platforms (MEWPs)

  • Static Vertical (1A)

  • Static Boom (1B, 1B+)

  • Mobile Vertical (3A, 3A+)

  • Mobile Boom (3B, 3B+)

This ensures participants are prepared to assess a wide variety of MEWP types in line with industry standards and safety regulations.

Assessment

The IPAF CAP (Competent Assessed Person) Course is assessed through a combination of theoretical tests and practical evaluations.

Participants must:

  • Successfully complete a written assessment covering regulatory requirements, inspection procedures, and safety protocols

  • Demonstrate their ability to carry out a comprehensive assessment of powered access equipment during practical sessions

Successful completion of both components is required to earn the official IPAF CAP certification, confirming the participant’s competence in inspecting and managing powered access equipment safely and effectively.

Facilities used

We provide a fully equipped classroom for theoretical instruction as well as access to a range of MEWPs for the practical elements of the IPAF CAP Course, ensuring a comprehensive and hands-on learning experience.

Materials Provided

To successfully complete the IPAF CAP (Competent Assessed Person) Course, the following facilities and equipment are required:

  • A classroom equipped with audiovisual tools for delivering theoretical instruction

  • A safe, designated area for conducting practical assessments

  • Access to a range of powered access platforms, such as scissor lifts and cherry pickers, to support hands-on training

  • The provision of appropriate safety equipment and personal protective gear to maintain a safe and compliant training environment

These requirements ensure the course is delivered effectively, with both theoretical knowledge and practical skills taught to the highest standard.

Entry Requirements

To be eligible for the IPAF CAP Certification Programme, candidates must meet all of the following criteria:

  • Four years of engineering experience, such as:

    • A Level 2 Apprenticeship plus additional experience, or

    • A Level 3 Apprenticeship plus one year of further experience

  • At least one year of continuous hands-on experience with MEWPs, MCWPs, or Hoists immediately prior to taking the course

  • A minimum of 12 points accrued using the CAP Entry Criteria Matrix, which evaluates experience, qualifications, and relevant training

Important Notes:

  • Documentary evidence must be provided for all qualifications, including a CV and certificates

  • In-house training is acceptable only if it has manufacturer approval

  • Only courses that were successfully passed will be accepted; attendance alone is not sufficient

  • Relevant technical training may include subjects such as control systems, basic hydraulics, and preventative maintenance

  • The IPAF CAP Assessor will determine the relevance of experience and may adjust scores accordingly


Language Requirement

The course is delivered in English, and all materials and assessments are also in English. Delegates must have a good level of English reading and writing ability to complete the course successfully.

Equipment Needed

The following PPE you will need to bring with you:

  • Harness with a restraint lanyard suitable for use in a MEWP. It must be in test, and proof of this will be required before you can use it during the practical element of the course.

  • Safety footwear

  • Hi-Vis waistcoat or coat

  • Safety goggles or glasses

  • Safety gloves

  • Warm clothing, as some practical elements may take place outdoors

    Certification Awarded

    Upon successful completion of the IPAF CAP Course, participants receive certification from the International Powered Access Federation (IPAF). This certification confirms that the individual is qualified to carry out competent assessments on powered access equipment, demonstrating a thorough understanding of inspection procedures, safety protocols, and regulatory compliance.
